Who has to comply, and when

In April 2024 the Department of Justice amended its Title II regulation (28 CFR 35.200) to require state and local governments to make their web content and mobile apps accessible under WCAG 2.1 Level AA. In April 2026 the DOJ extended the deadlines by one year.

Covered entities include public K-12 school districts, public colleges and universities, cities, counties, states, transit authorities, public hospitals, and special districts. Private schools and private businesses are covered by Title III of the ADA, which has no fixed deadline but where WCAG 2.1 AA is the common benchmark in settlements.
